Morning Pulse: SEC meets parties today as the alliance still keeps its mayor split under wraps

The State Election Commission meets recognised parties in Vijayawada at 11.30 am, a day before the expected poll schedule. The TDP-Jana Sena-BJP seat list is still unpublished, and the YSRCP wants central forces to police the polls.

Andhra Pradesh's urban polls move from paperwork to politics this morning. State Election Commissioner Anil Chandra Punetha meets the state's political parties at his Vijayawada office at 11.30 am, Andhra Jyothy and The Hans India reported. The Hans India and Deccan Chronicle both say the poll schedule is expected on Wednesday, 14 October. The overnight window was otherwise quiet. Three questions from last night are still open: the alliance's seat split, the ward rosters and the cases against the Jagan camp.

Today's meeting is the one we flagged last night. The Hans India reported that notifications for MPTC and ZPTC polls are expected around 19 October, with gram panchayats to follow in November. The order in which urban and rural bodies vote has been reported differently from one outlet to the next, and the Commission has not confirmed any timetable. The model code of conduct takes effect only once it announces a schedule.

On seat-sharing, nothing was published overnight. Deccan Chronicle reported that Chandrababu Naidu, Jana Sena's Nadendla Manohar and BJP state president PVN Madhav met at Naidu's Undavalli residence on Monday. There was no official statement. Both junior partners reportedly handed over lists of the seats they want. The Hans India, which also reported the meeting, said Jana Sena is seeking five or six corporations, including Kakinada, Vijayawada, Machilipatnam, Eluru and Ongole. The BJP wants Tirupati, and Visakhapatnam is also under discussion. Vijayawada and Ongole remain unresolved, the paper said. Telugu sites have floated candidate names, but none of the three parties has confirmed a single allocation.

That leaves the alliance announcing its line-up after the Commission has met parties, and possibly after the schedule itself. The GO 252 rosters issued on Monday have already settled who can stand for each mayor's post. Ward-level reservation lists from district collectors had not been published by this morning, as far as we could find.

The YSRCP wants the polls policed from outside the state. The party's website says general secretary and MLC Lella Appi Reddy wrote to the Commission on 9 October asking for central armed forces, citing a lack of confidence in the state police, and Andhra Jyothy reported that he wants those forces placed under the Commission's independent observers. According to the paper, Appi Reddy says the Commission never answered him. The state government has not responded publicly. Andhra Jyothy also reported that the party has taken the demand to the High Court; we could not confirm that with a second outlet, so we are holding it until we can.

Former YSRCP number two V Vijayasai Reddy has paused his plan to float a new party. Telugu360 and Great Andhra reported that he will now name a founding date only after the local body election code lifts. He said on X that he would be away for a week of Ayurvedic treatment from today. Both outlets noted speculation about why he changed course, and neither found anything to confirm it.

Two legal threads that touch Jagan Mohan Reddy run through this week. Today a Telangana High Court division bench of Acting Chief Justice P Sam Koshy and Justice Narsing Rao Nandilonda hears the Enforcement Directorate's plea, Deccan Chronicle reported. The agency wants nine money-laundering complaints against Jagan and others, filed between 2016 and 2021, heard day to day. Two older petitions on the same delay will be heard with it. The ED says the cases have been stuck at the discharge stage for nearly a decade.

Separately, the Hans India reported that the ED recorded the statement of Devireddy Sivashankar Reddy, an accused in the 2019 murder of YS Vivekananda Reddy, on Monday. He reportedly handed over bank statements and was asked to stay available. Investigators are tracing an alleged Rs 40 crore deal linked to the killing. Deccan Chronicle reported that Kadapa MP YS Avinash Reddy, also an accused in the murder case, has been summoned under the money-laundering law for Wednesday. Neither man has been convicted, and the allegations remain to be tested in court.

Analysis by the Pulse desk

Today's meeting is mostly ritual, but the ritual matters. Parties will use it to put complaints on record: certificates, voter rolls, policing, the length of the campaign. Those records become evidence if a dispute later reaches court. The YSRCP has already started, demanding central forces before a single nomination has been filed. The party presents that as prudence. Critics, including Andhra Jyothy in a pointed commentary, call it an excuse prepared in advance. Both readings can be true at once.

The alliance's silence is the bigger story. The rosters are fixed and the Commission is ready, but there is still no published seat list. Each day it stays private gives TDP hopefuls in Vijayawada and Ongole more time to lobby against conceding, and gives the YSRCP more time to set the terms of the contest. The courts add an irony of their own. In the same week that the party asks the judiciary to guarantee a fair campaign, its leaders face the ED and a court push to speed up trials that have stalled for a decade.

If the schedule comes before the alliance names its partners' seats, does a late list help hold the coalition together, or leave local candidates too little time to campaign?

What to watch

  • Outcome of the SEC meeting with recognised parties in Vijayawada today at 11.30 am, and whether the schedule follows on Wednesday
  • Whether TDP, Jana Sena and BJP publish their agreed mayor and chairperson split, especially Vijayawada and Ongole
  • Telangana High Court hearing today on the ED's plea for day-to-day trial in the Jagan cases
  • ED questioning of Kadapa MP YS Avinash Reddy on Wednesday, 14 October
  • Whether the Commission answers the YSRCP's demand for central forces, and when district ward rosters come out
