Morning Pulse: Akhilesh takes the vote-roll fight to Lohia Park as Yogi heads to Bareilly

Back in Lucknow, Akhilesh Yadav accused the Election Commission of working for the BJP and alleged duplicate voters in Azamgarh. The INDIA bloc petition he signed is held up by registry defects, while Yogi Adityanath raises village watchmen's pay in Bareilly.

A day after the Supreme Court march, Akhilesh Yadav carried the voter-roll fight straight to his home turf. On Monday evening, at Ram Manohar Lohia Park in Lucknow's Gomti Nagar, the Samajwadi Party (SP) chief marked Lohia's death anniversary by accusing the Election Commission and the bureaucracy of working at the BJP's behest, The Statesman and Amar Ujala reported. What he did not do was answer Yogi Adityanath's Gorakhpur charges about middlemen and farm relief under past SP governments. That loop, which we flagged last night, stays open.

The SP chief went local with his claims. According to Amar Ujala, he alleged that Azamgarh Sadar assembly seat has ten voter entries under the name Vikas Yadav, and claimed one would be cast by the real voter and nine by BJP people. He also alleged that the Chief Minister had asked the Commission to add 200 votes at every booth, The Statesman reported. He called for the Commission to declare publicly that it would not act on the BJP's instructions, and compared the BJP's conduct towards protesters and journalists to Hitler's. These are allegations. None of the reports we read carried a response from the Commission, the Chief Minister's office or the BJP to these specific claims.

The BJP's broader line was set out by Adityanath himself in Gorakhpur on Monday. He told ANI that the opposition was causing anarchy and inconveniencing ordinary people, and said Congress credits its own ability when it wins but blames EVMs and the Commission when it loses. That is the frame both camps now carry into the week: a stolen-vote charge on one side, a sore-loser charge on the other.

The court route, the first item on our watch list, has hit a paperwork snag. ANI confirmed on Monday evening that Akhilesh was among 11 INDIA bloc leaders who signed the plea against the Commission, Chief Election Commissioner Gyanesh Kumar and the two Election Commissioners. Other signatories included Rahul Gandhi, Mallikarjun Kharge, Tejashwi Yadav and Supriya Sule. Early reports on Monday said a bench led by Chief Justice Surya Kant could hear it on Tuesday. Later that night, India TV and other outlets reported that the court's registry had flagged 14 defects in the plea, from missing authorisation papers to a Rs 220 court-fee shortfall, and that it was unlikely to be mentioned today. It can be listed only once those are fixed.

Adityanath, meanwhile, will spend Tuesday in Bareilly with a pay rise to announce. The monthly honorarium of village watchmen, or gram praharis, goes up from Rs 2,500 to Rs 3,500, IANS (via The Hans India) and Amar Ujala reported. Amar Ujala said the government order was issued on Monday and that about 5,100 watchmen from nine districts of the Bareilly and Moradabad ranges will gather at the Police Lines. The outlets differ on the total: IANS put it at about 60,000 watchmen statewide at an annual cost of about Rs 84 crore, while Amar Ujala put the number at 70,000. The Chief Minister is also due to address a public meeting in the city.

The calendar is starting to shape the contest too. The UP Board has fixed its Class 10 and 12 exams for 5 to 24 February 2027, Jagran English and Amar Ujala reported. Amar Ujala noted that the assembly's term ends on 22 May 2027 and that Chief Election Commissioner Gyanesh Kumar has said polls will be held on schedule. It reported speculation that voting could follow soon after the exams, possibly alongside four other states whose terms also end in 2027. No poll dates have been announced.

On the other open threads, we found nothing new overnight. We found no report of UP Congress taking action against either side in Sunday's scuffle between Ajay Rai's and councillor Mamta Chaudhary's supporters. We found no SP reply to Asaduddin Owaisi's dare that Adityanath contest from Sambhal and Akhilesh from Gorakhpur. Paddy procurement centres in waterlogged districts are still due to open on Thursday, 15 October, as announced on Monday.

Analysis by the Pulse desk

Akhilesh is now fighting on two levels at once. In Delhi he is one name among 11 on a constitutional petition. In Lucknow he is naming a voter in Azamgarh. The local claim is easier for voters to grasp, and it is also easier to check. If the Commission or district officials can show the ten entries are a clerical duplicate already flagged, the claim loses force. If they stay silent, the SP keeps a story that travels well. Adityanath's counter, that the opposition only doubts the referee when it loses, has its own weak spot. The SP is raising its doubts before the 2027 vote, not after a defeat.

The day's other moves are quieter but count. A Rs 1,000 rise for village watchmen will reach tens of thousands of households, and it comes from a government that has just paid flood relief in Gorakhpur. Even the board exam calendar is now being read as a poll signal. The irony is that both camps say they are defending institutions, the Commission in one case and the courts and police in the other, while each accuses the other of undermining them.

If the Supreme Court hears the petition, should it ask the Commission to answer specific local claims like the Azamgarh entries, or keep to the broad constitutional questions?

What they are saying

The BJP is a crisis for the country and this crisis will end only when the BJP is removed from power.

It is surprising that if they win elections, it is their capability. But if they lose, they blame EVMs, EC,

Yogi Adityanath, Chief Minister of Uttar Pradesh, ANI
