Morning Pulse: A Lucknow DCP is moved over a missing accused as Owaisi asks Rampur to stop following the SP

Lucknow's DCP Central was removed overnight after a week in which the main accused in the Shiva Sharma death case stayed out of reach. In Rampur, Asaduddin Owaisi told Muslims to pick their own leaders, a direct pitch at the Samajwadi Party's base.

The first Pulse since Friday afternoon opens on a Maha Navami holiday with two questions about who answers for whom. In Lucknow, the state moved a senior police officer late on Sunday because an accused woman has stayed out of reach for ten days. In Rampur, AIMIM chief Asaduddin Owaisi used a Sunday rally to ask Muslim voters why they keep lending their votes to leaders from other communities. Neither story settles anything yet. Both will shape the week.

The police story first. Aaj Tak reported just after midnight that DCP Central Zone Vikrant Veer has been removed and attached to the DGP's headquarters. Amar Ujala reported on Monday morning that the action followed the failure to arrest model Shraddha Dubey, the main accused in the death of businessman Shiva Sharma, even as she kept releasing videos. The Hazratganj inspector, Vikram Singh, had already been sent to police lines. Neither report named Veer's replacement, and we found no comment from him.

Since our Friday Pulse flagged the property attachment, the reward has doubled. According to Amar Ujala, police raised it from ₹25,000 to ₹50,000 each for Dubey, her sister Rashmi and driver Danish, and several teams are now at the Nepal border, with one sent to western UP. In her latest video, Dubey repeats that Shiva died by suicide and asks why the building's CCTV footage has not been examined. Those are her claims. Shiva fell from the fourth floor of Avadh Green Apartment on 9 October, and police registered a murder case on his family's complaint.

In Rampur, Owaisi's rally at Tanda was the clearest sign yet that the AIMIM intends to contest the Samajwadi Party's hold on Muslim votes in 2027. Amar Ujala and ETV Bharat, both reporting on Monday morning, said he attacked the BJP, the SP and the Congress together, prayed for the release of SP leader Azam Khan, and rejected the label of BJP 'B-team'. He also cited low literacy and anaemia figures for Rampur that Amar Ujala said it had not verified. We found no response from the SP or the BJP by morning.

Owaisi's pitch lands on a weekend when Akhilesh Yadav was busy guarding a different flank. On Sunday evening, in a statement reported by PTI and Bhasha, the SP chief accused the BJP of plotting to add fake voters to the rolls and to get genuine opposition votes deleted, and told workers to keep watch at every booth. He predicted that once the BJP lost power in 2027 it would never return. We found no BJP reply to that specific charge; the Election Commission's earlier response on the voter rolls was covered in Friday's Pulse.

The BJP, meanwhile, kept its focus on Akhilesh himself. Visiting the Ram temple in Ayodhya on Sunday, Assam Chief Minister Himanta Biswa Sarma said, according to Amar Ujala and ANI, that the SP chief lacked the strength to contest from Ayodhya, when asked about a challenge for both Yogi Adityanath and Akhilesh to contest from the temple town. The reports carried no SP reply.

Chief Minister Yogi Adityanath used his Navami and Vijayadashami message on Monday morning to put law and order at the centre. ANI and IND24 reported that he said land in Prayagraj's Kasari-Masari area, freed from mafia control, will be developed as 'Shri Krishna Puri' with homes for the poor, and urged people to give up addiction, dowry and caste discrimination.

Two loops from Friday remain open. We found no report of the pradhans' body filing in the Supreme Court against the three-month panchayat poll deadline, and no fresh government decision on it. The second special voter-enrolment camp is still due on 24 October.

The DCP's removal signals that the government feels the pressure of a case that has played out on video for days. It also raises an awkward point. Moving officers shows displeasure but does not find the accused, and Dubey's videos have let her shape the public story while the police chase her. The real test is whether the investigation answers her specific claim about the CCTV footage, because that is what will decide whether the case holds up in court.

Owaisi's rally is a problem mainly for the SP. The AIMIM's argument that Muslims should choose their own leaders cuts directly into the SP's base, and the BJP gains if that vote splits. Akhilesh is asking his workers to guard the rolls against the BJP, while Owaisi is asking the same voters whether the SP has earned their loyalty at all. One side's challenge is about who gets counted, the other's is about who speaks for them.

If a party's core voters start asking for leaders from among themselves, should the parties they back respond with more tickets and posts, or with a better record on the issues those voters raise?
