A conditional sugar-MSP sequence precedes the final cane-price decision
The state asks farmers to permit crushing while linking further cane-price agreement to the Centre’s sugar-MSP decision and consultation. This sequencing spreads the decision across governments, growers and mills; it does not establish a final price or prove deliberate blame-shifting.
The observed sequence
IANS reports Shivakumar appealing for crushing to begin while saying mill owners would not agree without a sugar-MSP increase and citing an October 29 central committee visit. Source report
PTI reports the chief minister’s claim of progress but also a further two-day discussion period and a final decision still to come. Source report
Alternative explanation: A genuine financial constraint and the need for multiple parties’ consent can explain the conditional sequence. The later positive description may reflect further overnight rounds rather than a misleading account of an unchanged meeting.
What would weaken this interpretation: A signed, independently accepted agreement fixing payments without the stated dependency would weaken this reading. Published committee records and accepted dates would also reduce the inference that the sequence merely defers responsibility.
