Afternoon Pulse: NCP seeks finance portfolio; Bhujbal links timing to drought funding
Fresh reporting adds Bhujbal’s account of the proposed sequence. No formal portfolio transfer is established.

The NCP’s demand for the return of Maharashtra’s finance portfolio is now accompanied by a more detailed account of the funding discussions surrounding it. The Indian Express’s Monday report says Chhagan Bhujbal linked an eventual handover to arrangements for drought mitigation, the loan-waiver scheme and advances to farmers. The Times of India independently reports Sunday’s meeting between Sunetra Pawar’s delegation and Chief Minister Devendra Fadnavis. The meeting is established; a formal transfer of the department is not.
The morning Pulse reported the delegation’s demand. The additional detail this afternoon is Bhujbal’s explanation of the proposed sequence and his confidence that the portfolio would return before the winter session. The Express also cites sources describing Fadnavis’s response as positive. These are accounts of an assurance and expectation. They should not be converted into a dated government order, nor into proof that all funding questions have already been settled.
Sunetra Pawar, Bhujbal, Hasan Mushrif, Dhananjay Munde and other NCP figures attended the meeting at Varsha, according to the reporting. The Times of India places it after the party’s core committee discussions. Bhujbal said there had been repeated discussion among legislators about the department and that the party sought a collective conversation with the chief minister. That describes a visible negotiation within the governing alliance without requiring a claim that the partners are about to separate.
The department was held by Ajit Pawar before his death in January 2026. Fadnavis subsequently took charge as the Budget session approached, the Express and Times of India report. The NCP says it was assured the portfolio would be returned after some time. That history explains why the party frames the request as restoration of an existing allocation rather than a demand for a newly created entitlement. The precise terms of the earlier understanding remain relevant to assessing that claim.
Bhujbal’s drought-funding explanation gives the dispute a practical dimension. He referred to the mobilisation of money for relief, the loan-waiver scheme and farmer advances. The reporting establishes that he invoked those matters when explaining the timing. It does not establish disbursement amounts, the number of beneficiaries paid or an operational reason why a handover must occur on one particular day. Those would need budgetary records, payment data or a direct government explanation of the proposed transition.
Speculation about a merger of the two NCP factions is another issue Bhujbal addressed. Both newspapers report his denial that a merger was discussed in the meeting with Fadnavis. His account should be included alongside the portfolio demand because it limits the scope of what the delegation says it sought. Similarly, speculation about ministerial replacements cannot be treated as a confirmed cabinet reshuffle. A vacancy and a discussion about future appointments do not establish who will receive which department.
The next material development will be an official portfolio allocation or an attributable statement setting out an agreed timetable. Until then, the reporting supports a collective NCP demand and a description of positive discussions, with drought-related funding cited as part of the sequence. It does not support a completed handover, a fixed date or a conclusion that the funding explanation conceals another motive. Maharashtra’s farmers have a separate interest in the actual terms and delivery of the schemes being invoked.

Analysis by the Pulse deskThe NCP has moved its request through a collective meeting rather than leaving it to individual public demands. That is observed conduct. Whether the timing reflects alliance bargaining, administrative continuity during funding decisions or both remains interpretation; one meeting is insufficient to establish a concealed tactic.
A portfolio order would clarify the allocation, while budgetary records would clarify the relief programme. Neither should stand in for the other. Can the government explain both the departmental transition and the funding decisions in terms that affected farmers can verify?
What to watch
- Any official order reallocating the finance portfolio.
- An attributable timetable from Fadnavis or the NCP leadership.
- Published drought-relief, loan-waiver and farmer-advance funding decisions.
